del sol with GSR swap BARD Question?

I'm planning to buy the 1994 del sol, but it said the engine is BARD for the GSR engine. Would anybody help to explain what that meant? Also it has
Performance and suspension.

Chipped ECU (VTEC kicks strong and loud)

It's a California thing. Their emissions are a different world from the rest of the U.S. I'm from NC, so I could easily be wrong about this ... but I think if your motor is bard then its a legal swap and you won't have any issues from the DMV or police
