I have just purchased two mountain bikes out the catalogue, one mans and one woman's. I had to put the front wheels, seats and handlebars on but the v style brakes I cant get right. I adjust the tension on the pulley bit and the brake pads are too close

Set the brake blocks so they touch the rim without touching the tyre.
Then tighten the cable so there is about 1cm gap between the both brake pads, ie 0.5cm
